Doron Tamir


Doron Tamir specializes in representing public and private entities in infrastructure projects and international tenders, involving governmental companies, banks, infrastructure, commuter railways, solid and liquid waste management, water purification and desalination and other utility projects. He is integrally involved with many high-profile public governmental tenders in Israel.

Doron has gained vast experience, of over 15 years in the field of environmental law, including drafting and accompanying tender processes, litigation, and accompanying the public sector and private clients in all stages in the course of Environment and Energy related projects in Israel.

Doron's experience includes representing of Israel Natural Gas Lines Ltd. over many years and accompanying the Company throughout many large and complex tenders and projects, and serving as lead counsel to the public sector in the Solar-thermal project currently undergoing in the South of Israel- a unique project for the construction of 3 solar power stations.  

Doron has represented both the public sector and the private sector in many water desalination and sewage purification projects, including drafting of the relevant documents, accompanying the tender process, litigation, and working with governmental and municipal bodies. 

Doron also represents the public sector in two of the largest transportation projects in Israel - the Jerusalem Light Rail and the Haifa Matronit and leading the introduction of the next generation of environment - friendly public transportation in Israel. 

Doron has drafted and advised on legislation initiatives in the field of renewable energy public transportation in general, and specifically in light rail issues, including the drafting of amendments to the Iron Railroad track Ordinance in order to regularize the privatization currently occurring in this field. He has drafted regulations in areas relating to light rails, amendments to the Transportation Ordinance in regard to local authorities and their right to set parking rules, and provided hands on assistance to legal advisors in the Ministry of Finance and the Ministry of Transportation.

Doron co-authored the book "Bills of Exchange - Case Law" and has written numerous articles on tender law and on renewable energy. He also co-authored with Orna Sasson the Israeli chapter on arbitration law in "The Comparative Legal Guide to International Arbitration 2005". Doron also lectures at the forum for senior Israeli executives on tender law.

Doron is a member of the Jerusalem District Committee of the Israel Bar Association and chairman of the ethics committee of the Jerusalem district, as well as a member of the national ethics committee. He was in the managing board of the Association for civil rights in Israel between1996-2007. He also serves as both a member of the executive board, and as the Financial Committee Chairman, of the "Bezhut" organization which assists physically challenged people in Israel.

Doron joined Yigal Arnon and Co.  in 1992 and became a partner in 1998.

Doron graduated from the Hebrew University of Jerusalem in 1991.
Doron was admitted to the Israel Bar in 1992.
